How Ethiopia is Using the Open edX Project to Build a Skilled Workforce
Introduction
The Federal Democratic Republic of Ethiopia (FDRE) Ministry of Education has embarked on a transformative journey to digitalize its higher education system. The e-Learning for Strengthening Higher Education (e-SHE) program, a significant component of this initiative, is a five-year multi-stakeholder initiative implemented by the FDRE Ministry of Education in partnership with Mastercard Foundation, Shayashone(SYS), Arizona State University, and the 50 Ethiopian public universities. The initiative leverages the expertise of EdPlus at ASU and the Open edX platform to deliver high-quality, accessible, and scalable online learning experiences and seeks to train 800,000 students, alongside training instructors, instructional designers, and IT support staff.
It intends to strengthen the capacities of public universities to deliver online education. Conceived to boost the relevance, quality, access, and resilience of higher education in Ethiopia, the e-SHE initiative will develop and support the establishment of state-of-the-art facilities and systems for reliable online education in higher education in Ethiopia.
The Need for Digital Innovation
Ethiopia’s higher education sector has faced persistent challenges related to quality, access, and resilience.

- Access and Equity: Improved opportunities for open, distance, non-formal, informal education and enhancing the delivery mechanisms
- Resilience and Responsiveness: Heavy dependence on face-to-face learning exposed vulnerabilities during crises like COVID-19; Limited local capacity for rapid digital content development; Need for systems that adapt quickly to disruptions and evolving workforce demands

The Solution: The Open edX Project and e-SHE
To address these challenges, the Ethiopian Ministry of Education selected the Open edX platform as the foundation for its e-SHE project. Key features of the solution include:

Outcomes
e-SHE’s user base is continually growing as universities begin e-learning efforts. The target population is 800k across the 50 universities, and already e-SHE has seen over 250k learners are active on the platform in just the first year since students were added. EdPlus at ASU, known for its expertise in educational technology, through the e-SHE program, has provided 13 courses to increase online learning readiness and digital literacy. e-SHE has seen over 35K trainees complete a workshop on how to teach online, with a project goal to grow that number to 35k.
To support multimedia content development for the platform’s online courses, the e-SHE program has also launched seven multimedia centers at cluster universities to support robust e-learning content creation and support their regional cluster universities.
The project has achieved significant milestones, including:
- 4 Large-scale adoption: Over 400,000 learners have actively used the platform to date
- Customizable solution: The platform has been tailored to meet Ethiopia’s specific educational needs, integrating with Salesforce for data management and featuring custom roles and front-end portals.
- Scalability: The platform has demonstrated its ability to handle a large number of users and courses.
- Positive impact: The project is expected to contribute to improved student outcomes, increased access to education, and enhanced teacher capacity.
While the program is still in its early stages, it has already shown promising results and has the potential to revolutionize higher education in Ethiopia.

Advancing Accessible and Inclusive Learning through Digital Platform
Lidiya Alemayehu, a 24-year-old fourth-year student of Accounting and Finance at Addis Ababa University, has long been committed to advancing her education despite the challenges she faces as a student with a physical impairment.
Attending in-person classes often required considerable physical effort, including navigating a campus that is not fully accessible and coping with fatigue from continuous movement using crutches. In addition, limited classroom accommodations occasionally restricted her participation and learning experience.
e-SHE (e-Learning for Strengthening Higher Education), a digital platform, has provided Lidiya with a practical solution to these challenges.
e-SHE is a transformative national initiative led by the Ministry of Education (MoE), in partnership with the Mastercard Foundation, Arizona State University (ASU), and Shayashone (SYS). The program is designed to strengthen higher education across 50 public universities in Ethiopia by leveraging technology to promote equitable access to quality education and produce skilled graduates for employment and entrepreneurship.
Through its flexible, online learning environment, Lidiya has been able to access courses from a single location, eliminating mobility barriers and enabling her to manage her studies more efficiently.
“The e-SHE platform allows me to take courses from one place, reducing the physical strain and helping me stay consistent in my learning,” Lidiya explains.
She emphasizes that the platform’s features, such as recorded videos and interactive quizzes, have made learning more manageable and engaging. The opportunity to revisit lessons at her own pace has also supported her academic progress.
e-SHE’s capacity development initiatives are empowering both students and instructors across Ethiopia’s higher education system. Over 598,000 students now have access to the LMS platform, with more than 318,000 enrolled in the Student Success Suite (SSS) courses, a package that builds study skills, digital literacy, online safety, and self-discipline. So far, over 270,000 students have completed the SSS and earned ASU certification

Since registering on e-SHE, Lidiya has completed seven courses and has gained both academic and personal development skills. She highlights “How to Study Effectively” and “Set Goals to Manage Your Time” as the most impactful courses. These courses, she notes, improved her time management, goal setting, and overall study habits, skills that continue to support her academic success.
“Taking the e-SHE course has been incredibly beneficial for me in several ways. One of the key skills I developed was effective goal-setting and time management. I learned how to set clear, achievable goals and optimize my daily schedule to make the most out of my 24 hours. This has not only improved my productivity but also helped me feel more organized and focused in my studies. Additionally, e-SHE has equipped me with essential
skills for navigating the online environment safely. I gained valuable insights on identifying and avoiding online bullying, as well as maintaining my privacy while using digital platforms. This knowledge is crucial in today’s interconnected world and has empowered me to engage more confidently online.” She added.
In addition to her participation as a learner, Lidiya also serves as a member of the e-SHE Youth Advisory Group (YAG), where she focuses on Inclusion. In this role, she contributes to ensuring that the platform remains accessible and equitable for all learners, particularly for people with impairments.
“My role in YAG allows me to share perspectives on how the platform can be more inclusive, such as integrating sign language interpretation and offering content in local languages,” she notes.
For Lidiya, e-SHE has demonstrated how technology can make higher education more inclusive and adaptable. The platform’s flexible and accessible design has supported her academic goals while fostering essential digital and organizational skills.
“I encourage other students to take advantage of the e-SHE courses,” she concludes. “They provide practical knowledge and flexible learning opportunities that can enhance both academic and personal development.”

The e-Learning for Strengthening Higher Education (e-SHE) program is a five-year digital-learning initiative (April 2022 – April 2027) led by Ethiopia’s Ministry of Education in partnership with the Mastercard Foundation, Arizona State University, and Shayashone. With a target to reach over 800,000 young people, e-SHE seeks to transform higher education through improved access, quality, and relevance. The program focuses on building capacity through Upskilling instructors and staff (nearly 10,000 instructors trained to date) to deliver digital and blended courses, improving access to quality learning by establishing e-learning systems and infrastructure, including five state-of-the-art multimedia studios in public universities, producing a competent, entrepreneurial youth workforce by integrating digital learning with employment transitions and entrepreneurial skills and institutionalizing digital education through policy, standards and scalable platforms so that all 50 public universities can benefit. A key feature of e-SHE is its commitment to inclusive education, as it reduces physical and geographic barriers and enables flexible, technology-enabled learning. This supports students with disabilities and other disadvantaged groups in fully participating and succeeding.
